History and Background
In 1981 the first Prince William County Spring Clean Up campaign was established, using state litter control grant funds to hire summer labor. The campaign was sponsored by the Prince William Health District and despite the collection of approximately 45 tons of trash; the success of the program was hampered by a lack of citizen involvement and the $8,000 salary expense.
In 1982, the litter control council, a citizen’s group formed with the encouragement and assistance of the health department, conducted a second Spring Clean Up campaign. This time, utilizing volunteer labor, more than 106 tons of trash and 73 tires were removed from public areas in the county; more than doubling the 1981 totals.
