Victim Assistance With Cleanup
The Graffiti Victim Liaison Program is an assistance/support program for victims of graffiti vandalism. Under this program, the Council, after receiving a copy of a graffiti incident report from the Police Department, assigns a volunteer liaison to the incident. The volunteer then contacts the owner/manager/resident to offer resources and information as well as encourage quick removal. However, please feel free to contact us immediately after speaking with the Police.
An additional aspect of the victim assistance program is help with removal/cleanup costs. While direct funding of cleanup costs is limited to special cases, we are working with a national paint company with stores in Prince William County to provide discounts to victims of graffiti vandalism who remove/clean graffiti within two weeks of the incidents. In addition, we are able to provide limited amounts of removal materials as supplies last and removal information on services.
REMOVAL REWARDS
Graffiti is not art. Graffiti is not a game. It is a crime!
And the owner of a graffitied property is a victim. To assist with cleanup, the Prince William Clean Community Council will provide a $25 Removal Reward to the property owners removing graffiti from their property quickly.
WHY?
Rapid and Continual Removal is the best graffiti prevention tool.
Graffiti is much more than words, symbols or pictures on a wall. It's about creating fame. In fact, 90% of graffiti is done to garner notoriety for the graffitist. The longer graffiti remains, the more "respect" the graffitist receives. So the best weapon against graffiti is immediate removal. The sooner graffiti is removed, the longer it stays off.
Program Guidelines
- $25 Removal Reward payable to property owner.
- Complete cleanup/removal within days of incident.
- Incident must be reported to Prince William County Police (703-792-6500).
- Police Incident Number must be provided.
- Promise to remove any future graffiti within 72 hours.
- Available to nongovernmental entities only.
- Approval is at the sole discretion of the Council.
RVAP: Repeat Victim Assistance Program
An unfortunate aspect of graffiti vandalism is repeat attacks which undermine a victim's resolve for cleanup. Studies indicate that cleanup will deter continued graffiti after three incidents, if it is removed quickly after each incident. We support this three-part theory and encourage continued cleanup.
Putting our money and efforts behind this philosophy, this program will provide further assistance to victims who continue to receive graffiti after the third cleanup. The following is a brief overview of the program.
- Location hit regularly with graffiti (3 times within 4-6 weeks) and cleaned within 48 hours each time.
- Graffiti incidents must be reported with an incident report on file with the Police Department.
- If the property is hit a fourth time, the Council will assist with removal costs.
- In addition, a surveillance request to the police department would be initiated. If approved, cleanup and surveillance efforts would be coordinated. (Although supportive of the program, initiation of surveillance hinges on police resources and cannot be guaranteed.)
- Property owner must accept responsibility for future graffiti incidents and agree to remove within 48 hours.
- Program geared to individuals and small businesses and property owners.
